It is a recommendable house for whom want to study English. And there also are foreigners who want to study Japanese! It may be a good chance to study language for both of them.
Room plans differ and rent is from 43,500 yen. You can go central Tokyo (Ueno, Otemachi, Omote-sando...) directly from Kita-matsudo station on Joban line, it is a convenient and reasonable house.

Funabashi has a good access to central Tokyo and east Tokyo area (like Akihabara). Easy to commute schools and offices, and there are many big shopping buildings arounnd Funabashi station. You can buy anything there.
